Mileage-based road user charging roll-out could be the answer to decline in fuel tax revenue

The dilemma of the increase of fuel efficient vehicles, which have a positive impact on public health and the environment, means a loss of income from tax of petrol and diesel, and the UK’s annual Road Fund Licence fees, currently free for zero-emission vehicles.

Many argue that now is the time for the UK to switch to road user charging.

Emovis, provider of toll-based solutions, part of infrastructure giant Abertis, which operates barrier-free tolling in the UK as well as the United States, Canada and Qatar, has won a contract to implement a new Mileage-Based User fee programme in the state of Virginia, the fourth state in the US to roll out a RUC (Road User Charge) and the fourth to choose Emovis.

In some US states, vehicle owners have the choice to pay a flat fee in lieu of a fuel tax during the annual vehicle registration process or opt for a pay-per-mile charge RUC program. As well as compensating for the loss of income, RUC programmes offer equitable ways to ensure all vehicle owners pay their fair share of tax. Such programmes have already been deployed in Washington, Utah and Oregon.

The per-mile charges accumulated are capped at the equivalent of the annual flat fee.
